Position: WATCH KEEPERS
Job Summary
The Watch Keeper is responsible for maintaining constant vigilance through surveillance systems, monitoring alarms, and promptly responding to any security breaches or incidents.
Duties and Responsibilities
- Acts as the 24/7 focal point for all security coordination and communications as directed by the Bank Country Security Specialist (CSS) and/or Security Focal Points (SFPs).
- Operates as the 24/7 single point of contact (POC) for triaging all emergencies and networking to the appropriate resource while maintaining an electronic log of all incidents.
- Serves as command-and-control node for routine and emergency situations by maintaining communications with the security guard force personnel, the security site supervisor/manager, and the CSS/SFPs.
- Operates all emergency communications equipment to include UHF/VHF/HF radios, satellite phones, landlines, vehicle tracking system and cell phones.
- Frequent monitoring and tracking of all Bank and vendor vehicles on mission in tandem with radio/cell-phone checks with the driver(s).
- Monitors atmospherics using social media and TV news and informs the CSS/SFPs.
- Maintains an electronic log and communicates with Bank Visiting Missions (VMs) Clients, Staff and Consultants while on field missions to high threat areas outside the capital cities of the country(ies).
- Monitors the CCTV system for the Country Office (CO) and acts as primary initiator for shelter in place and lock down protocols.
- Conduct daily checks to ensure that all Bank security monitoring, tracking and operating systems at the Uganda CO are functional and reports any faults to the Bank CSS.
- Maintains and revises emergency POC(s) for the Fire Station, security vendor’s Operation Center, the UNDSS Security Operations Center, international organizations, diplomatic missions, international and host government security and military agencies and the Bank Security Operations Center (SOC).
- Alerts staff, dependents and VMs to any risk advisories directed for distribution from the CSS/SFPs.
Minimum Requirements and Competencies
- Education: degree in Security Management/security related course, or a business-related field preferred.
- Have excellent communication skills with a fluent grasp of verbal and written English (UCE Grade 1 or 2, or UACE Grade B or higher). *Scholar Database Uganda Grading System
- Minimum of 3 years of experience working in an active Security Operations Center in Law Enforcement/Private Security Industry, and/or working in a busy Call Center within a commercial business setting.
- Proficient in use of various social media portals, multiple communication equipment e.g. HF, VHF,UHF radios, satellite phones, cellphone, data GPRS and based SMS systems and various computer applications such as Google Earth.

- Can multi-task in triaging multiple incoming calls and exercise good judgement, discipline and respond rapidly to incidents.
- Strong problem-solving and interpersonal skills, and ability to work as part of a team.
